New Built Gaming Computer Help

I have recently built a new computer mainly for gaming, and when I try to boot it up, it immediately goes to the screen that says "Reboot and Select proper Boot Device or Insert Boot Media in selected Boot device and press a key" I can't access BIOS either. This is my first build and I'm a bit puzzled as to what I should do.
Specs:
Mother board- Gigabyte Z87-HD3
CPU- Intel i5
Mem- 2x 4GB Ripjaws
SSD- Adata 128GB
HDD- Seagate Barracuda 1000GB
PSU- NZXT 650W
Graphics card- Ge-Force GTX 660

This is because no operating system is installed on the HDD, rendering the PC unable to boot. You will need some form of OS installation media, such as a Windows installation CD. You can buy it online or at a local computer store. Then just put the disc in the PC, boot it up, and then it should load the CD and you can install your OS. As for the BIOS, you can't access it due to the fact that many newer motherboards, such as the one you have, use an UEFI BIOS which loads instantly without some splash screen. You will need to refer to your motherboard's manual on how to enter the BIOS.
