EVGA Nvidia GeForce 8400GS Can't Even Perform Basic Tasks

I just bought an EVGA Nvidia GeForce 8400GS Video Card. I know this isn't a great card, but I only need basic graphics to do my work but it can't seem to handle anything. I uninstalled the previous graphics card drivers and installed the new drivers from the CD that came with the card.

The display looks ok if nothing is happening, but if I move a window (e.g. just Windows Explorer) it will leave traces and move very slowly. If I open a program or restore from minimized, the GUI takes a very long time to show up and appears bit by bit. Is this just a piece of s**t card or is something wrong? Any input would be appreciated.

HDD: Western Digital Black 1TB
PSU: Corsair Builder Series CX600 600 Watt
MOBO: Asus M5A99FX Pro R2.0
OS: Windows 7 Pro 64-bit
 
Check Device Manager and see if there is a error with the card? Also go to Nvidia's site and download the latest drivers for your card. The drivers that come on the CD are almost always out of date. It sounds like to me that the system is using the default VGA Windows drivers which do not give any acceleration and that is why you are seeing screen tearing when you move a windows.

There is no error for this device in Device Manager and the only device under display adapters is "Nvidia GeForce 8400GS" (Default vga isn't listed). I am updating the drivers from the site now, but the driver version I already have is only a couple months old. I will update post when the update is done.

Also, I forgot to mention that on Windows start up I am getting an error that the Desktop Window Manager can't start.
I have also lost some features such as WinKey + Tab (which I use a lot), but strangely Alt + Tab still works.
I ran the troubleshooter for Aero, and several others but they all said they couldn't find any problems.

Ok, I updated from driver version 331.65 to 332.21 and restarted my computer. Unfortunately, it didn't seem to resolve the issue.

Updating the Windows Experience Index seems to have helped the problem a lot. It's still a bit chunky, but it is at least at an acceptable level for me to get some work done. Also, DWM error on start up seems to be resolved.
