How to get a GPU to stay at boost clock?

Hi everyone,

The title explains it a bit but here are the details.

So I built myself a gaming computer a while back (In late August of last year) and love it. But now I am trying to push an overclock to run some mods a little nicer etc. This is my build http://pcpartpicker.com/user/chunksoflemon/saved/2dBX . So as I was running initial benchmarks with GPU-Z running on my second monitor to see the readouts. I noticed it bounced from 1000mhz, which Gigabyte labels as the "Boost clock", to 900mhz which is it's core clock. Also I noticed that the amount of Volts it takes goes from 1.250 to 1.125 when it drops its clock speed.

From my understanding the boost clock is when it has the proper thermals to allow the clock to happen. But I consider my machine to be competently air-cooled and the hottest it gets it 54 degrees Celsius which doesn't seem like that much. Is there a way to only have the GPU running at one clock speed and not alternate between them? Or "stay in the boost clock". Although I think I just want to eliminate this whole "boost clock" and just have my set clock speed.
