3D Game Graphics Flicker and Jump

2D graphics are fine, but 3D/Game Graphics are wacky. This problem is not just with Stronghold Kingdoms (as scene in video), but all games with 3D graphics. However the 2D graphics even on the same screen are never effected.

HELP.

I have tried a different Monitor, Graphics Card and sent the motherboard back for a replacement; Biostar sent me custom upgraded BIOS; I've re-seated the CPU/Fan with new thermal paste over 6 times and I've turned on and off every graphics option in games with in the Catalyst Software I can find. This is a brand new build so there is no dust to speak of. I can't find any one else with a problem quite like this so I'm at a loss?!?

I'm Running an AMD Radeon HD 7700 GPU; Biostar TA970 MOBO; AMD FX 4300 CPU; 16 GB RAM; Windows 8.1; Catylist 13.12 with 750 watt corsair PS.

I have the Catylist 13.12 which I believe are the latest. I have also monitored my temp with CPUID and everything indicates things are cool.

I thought my mobo was defective and had BIOSTAR replace it but no change. I am starting the process to send back my CPU to AMD for a replacement. But I can't be sure that is the chip. I also swapped video cards with another Radeon card I have. My buddy has an Nvidia he's going to let me try but I'm doubtful. Another Guy thought it could be a conflict with integrated graphics on either the chip or the mobo; but I don't see where either my TA970 or FX4300 have that feature (but not sure where to look to be sure). If you look at the YouTube video it is really odd how the graphics flicker from the bottom right corner of rendered structures. You can actually see the terrain beneath the structure and in other games that have more "physics" characters caps wave as if the actual 3D object Moved in-game; not just on the display. So something is happening deeper in the processing and not just on the display level (like static or pixilation).

Any and all suggestions welcome. I have exhausted everything I can think of. I wish there was some diagnostic program that would tell me what the conflict or faulty component is.
