Upgrading My Computer, Need Help

Hey! I'm looking to upgrade my current computer. It's fairly out of date, and can't run many games. If at all possible, I have always wanted to play Rust/Dayz/Arma3. I love the concept of the zombie survival, and Arma3's Atlis life mod seems like something I would have a lot of fun with. I have a limited budget of 400$, so I'm looking to focus my budget on The processor, RAM motherboard and Graphics Card.
I don't know much about building computers so I'm asking for help, such as can I even upgrade my current computer, should I, and parts that can work together.
Before I describe my computer I feel like it is necessary to say what this computer will be upgraded for. In this order of importance, Gaming, Surfing the web/Youtube Videos, Music, Movies.
My Current Computer's Specs are:
Processor: AMD E-350 Processor (2cpu) 1.6ghz
Memory/RAM: 2gbs with 1 stick of memory
OS: Windows 7 64bit
Graphics: AMD Radeon HD 6310 Graphics
Hardrive: I couldn't find the name of it, but it is 500GB with 350gb remaining
Motherboard: Also couldn't find.
Case: Height 15.1, Width 6.5 Depth 16.9 (in inches)
Power Supply- 250w
These are my specs, if I left anything out, I'm terribly sorry, and I will try to update it as fast as possible. My computer is a Compaq CQ5000 series. If possible I would enjoy a mouse recommendation, I need a new one, but I am limited for cost. If anyone knows of a cheap exceptional mouse, please tell me.

As painful as this is; you are going to have to start from scratch with the exception of the hard drive (The RAM COULD be used in a pinch but you'll want to upgrade that).

The AMD E series of processors are built right into the motherboard and really can't be upgraded whatsoever.

I planned on having to upgrade most of the parts, Except the case and hard drive. Im looking for options on what to buy in terms of parts.

You are going to have to start from the bottom up on this one. You can easily build a $400 computer which will play most of the games that you want, and leave you room to upgrade. Start with the processor type you want, anything with 4+ cores in the 3.2Ghz+ range should be just right, after that pick a motherboard, RAM, CPU Cooler, Video Card, Power Supply and lastly a case. Use this website to play around a bit. Usually AMD is cheaper than Intel, and you want to shoot for at least a Bronz rated power supply.

I built a quad core HTPC with a GTS 450 for my one true love for under $300 with parts I found on discount in a MicroCenter store. You can try Ebay for some of the parts as well, I've had pretty good luck with secondhand motherboards and video cards in the past.
