I need help! New build. Fans on but no beep/POST

I'm desperately looking for help with my new build computer.

It has the following hardware
Mobo: ASRock Extreme3 R2.0
Processor: AMD Sempron
RAM: Patriot 4GB DDR3 1333MHz
PSU: Thunderbolt 1200W
Graphics: Gigabyte Radeon R9 290

I have read all the new build and troubleshooting threads and still can't see whats wrong.

I power up the computer and all the LED's (case and case fan) come on and all the fans (case, CPU heat sink, PSU) spin but there are no beeps. When I connect a monitor it just says 'no signal'. The fans will spin and LEDs stay on until I hold down the power switch to turn them off.

Here's what i've tried;
1. Checking positioning of case standoffs
2. taking apart and rebuilding (about 50 times)
3. Checking CPU pins
4. Checking seating of all connections
5. Paperclip test on the PSU
6. Replaced original motherboard
7. Tried RAM in each one of the 4 slots
8. Checked CMOS jumper position
9. I have tried the above with the graphics card and with just mobo, cpu, cpu fan and RAM.

I'm desperate for help. If anyone has any ideas on what i'm doing wrong or which component might be broken i'd be really grateful.

    Make sure your BIOS is updated... not to the latest but to the most stable... that said.

    Thanks mopman. Its good to know other people are having issues with the GPU.

    The problem is that I have no video output at all (and no spare hardware) so I cant get into BIOS to change anything. I need to get the system to POST first. The mobo also has no graphics output so I cant even plug a monitor into the mobo.
  3. Of all the possible things you had to make it the most difficult. LOL.

    No I am not laughing at your situation but the situating in general. When sh*t happens it happens in the worst situations.

    I hate to provide the answer but the answer is you have to invest in some cheap VGA hardware... don't hate me for the answer..

    You have to update your BIOS settings before you can boot into Legacy.

    Hit me with a PM and I'll ship you a video card. That said, I want you to "pass it on" and ship the next person the video card free of charge.

    Do you have any ideas why the system isn't beeping/ POSTing in the first place?

    I wish I knew why it was beeping at POST, I really have no idea.

    That said I am passing a big responsibility on to you. I will put as much money into the "pass it on" account as possible and I want the video card passed on.

    When the card is passed on I want the forum post to reference the previous poster. In this case the next poster would be you.

    Please send me your address and I will see to it that the video card gets to you as soon as possible.

    Hi Mopman,

    I want to thank you for all of your help. I ordered a new CPU and replaced the existing one and the computer powered up. The monitor recieved the video card signal without me needing to change anything so it looks like I wont need to use a VGA card after all.
