So I built a computer and bought a turtle beach ear force xp seven headset and it worked for a while but at the start of the year i was unable to record while listening to anything through the headset. It is a USB headset if that matters. I tried everything, I downloaded a new recording software, I replaced all of the drivers, I wiped my computer, I replaced the headset, but nothing

Solution
Sounds like conflicting drivers. See if you can find different versions of your headphone and sound card drivers from the manufacture's websites. If there is a newer one for each update them, if not try mix-and-match on the drivers until you find a combo that works. Most of the time the manufacture company will release updates for their hardware periodically.

I ran into the same problem while trying to record guitar and bass sessions. Most of the time you cannot listen to the recording in real-time without using an external box like ProTools, or splitting the signal through a mixer into the computer && audio monitors.
(Tying to remember all that jazz they teach you in film school...)
I believe it has to do with the time it takes to process and record the sound, that even if you could hear what you are recording, it would be slightly delayed from what you are currently playing and would do you no good. Try to split the signal into an audio board or get ProTools if you are really serious about recording.
Audacity will not allow you to listen to a recording in session, neither will FruityLoops, or AcidPro. You can in ProTools because it uses an external i/o box to handle the signal.

But I am not trying to listen to the recording, I am trying to listen to the computer sounds. Like if I have iTunes or a game that is playing audio running i won't be able to utilize the microphone on my headset, but the mic works if I use a different audio device like my speakers. The headset works correctly on my friends computer so I am assuming that it is a sound card problem or something but I do not want to spend money trying to fix something unless I am sure.

OHHHH OK. Using a USB headset should "bypass" your sound card, try going to the Device Manager and see what it brings up under audio devices. Try to "disable" your sound card there and see if your headphones start working again. That will tell you if it's a conflicting sound driver. Next you can go into the properties of most programs and select the headphones manually.
After testing the devices for functionality individuality, check for driver compatability. Perhaps run the headphones in XP compatibility mode, if they are conflicting with your soundcard. It seems like you are trying to sctreamcast somehow correct?

Okay so I disabled my sound card and it still did not work but then I disabled my headset and it worked kind of. The headset has two drivers, one for the chat and one for the sound and it worked after I disabled the sound one (only the chat driver was enabled). The problem is that it lowered the audio quality making it sound very choppy and I could not control the volume through the audio control unit that comes with the Turtle Beach XP7s though I could control the volume through the computer. Also, I could not figure out how to run the headphones in XP compatibility mode, do I do that through the device manager? And, to answer your last question I am just trying to record game play commentary.
