Bought a new PSU and GPU, however the computer will not POST.

I recently bought a Corsair CX 750M and a Gigabyte R9 290 Windforce. When I plug in the PCI-E cables to the 290, the computer won't POST. Without the PCI-E cables in, it will POST but not detect the card.
I've tried the card in another computer with an equal PSU and my system works with a 7750 which does not need a PCI-E cable.
I sent back the PSU, and got it back with the message that they successfully tested the PSU and that it does work. Where do I go from here? I have no clue what the problem is.
I've ruled out the card since it works in another system, I've ruled out the motherboard since my 7750 works and I've ruled out the PSU since they tested it.

If you have an X79 MB, you may have to set the PCIe settings in the BIOS to "legacy" instead of UEFI.

Did the shop that tested the power supply indicate they had tested the PCI-E power connections?
Can you maybe test the supply in another machine?

How many PCIe cables are you using? Use two if you are only using one.

4 pin cpu power, or 8? if you have 8 pin, try unplugging half and use just 4 if you can. I ran into this issue my self with a different setup, and after i plugged in just the 4 pin, it posted. I was then able to reset the bios settings to factory, turned the comp off and plugged the reaming 4 pin power back in, and haven't had any problems since. Don't know if thats whats going on, but its worth a try

You stated in the original post that you had purchased a Corsair CX 750M.
This is the supply you are testing with isn't it?
The SP 500 is not suitable for use with an R9 290.

sorry, i meant on your motherboard, 4 pin, or 8 pin. the issue i was having was due to the motherboard. try just 4 pin on the mobo see if it posts. if that doesn't work, i ran into an issue, where the bios needed to be updated, because with the video card plugged in it would not post. after i updated the bios, it posted, and worked just fine.

No, I did not use the SP 500 to test it, I used the CX 750M

They said they tested it with an AMD 290 card and that both PCI-E ports worked.

There is no B75MA-P75 on the MSI website. Do you mean the B75MA-P45?

BIOS version 1.6 lists the following fix:
Improved PCI-E display card compatibility.

What version BIOS are you running?
Latest version is 1.9. If this is not installed you should download and install it:

Edit:
I just updated to 1.9, I apparently had 1.0. Now I just have to wait to get the PSU back so I can try the card.

I meant is that 6 and 8 pin on the same bundle of wires? Try using two sets of PCIe cables if you are using only one. Though you have a Corsair unit which normally has only one 12V rail so its probably not what I'm thinking of.
