Do you mean that the CD drive is faulty?
Is the installed software still OK?
You can use a program like Acronis or equivalent from Symantec/Norton to create a complete image of your hard drive to an external hard drive. This can be done from within Windows but is better done from a boot CD.
If the issue is just the physical CD-ROM drive, replace it.

Im trying to upgrade my laptop from window vista to window 7 but before upgrade i need to run the Recovery Disc Creator. But my CD-rom has spoiled and unable to use recovery disc creator to recover the recovery partition, so i was thinking is there any other way to recover other than using CD like external hard disc or flash drive

Are you talking about the CD-ROM drive or a CD-ROM disc?
Why do you need to "recover the recovery partition"? What is wrong with it?
Why do you need to "run the Recovery Disc Creator" before upgrading?

If the CD-ROM drive is faulty, it needs to be replaced.Upgrading to Windows 7 won't fix it.
Ya i know.By the way if i buy external CD-ROM drive while i upgrading or reformat my comp can i use it? because some external CD-ROM drive required to install the driver into the computer before used.

You usually can't boot from an external CD-ROM.
Better to replace the internal CD-ROM.
