Fuzzy Monitor with Green Pixels

Well I had my computer idle and went to walk my dogs and when I came back, one of my two LG24EA53 monitors had a fuzzy screen and had moving green pixels on it and the screen kept flashing blank, the other one was completely fine. I have tried restarting and there is amessage that says Out of range 67.4khz/107khz.

I have tried re-einstalling drivers and disabling the display adapter in safe mode. The windows site says you are able to fix it through right clicking desktop and going properties though that option does not appear on my screen. I have tried right clicking on my computer but that does not help and none of the options under the Appearance and Personalization tab are related.

My Specs are:
Case: Corair Air 540
Cooler: Corsair H100i
Mobo: MSI G45 Z87
CPU: Intel 4770k OC 4.5ghz
Graphics Card: MSI GTX 780 Gaming Edition
Storage: Boot: Samsung 840 Pro 128GB SSD Secondary: Seagate Barracuda 2TB HD
PSU: Seasonic M12II 750W 80+ Bronze
Optical: ASUS DRW-24D3ST

Any help is appreciated :)
