I need a bit of advice regarding my system for upgrading.

I need a bit of help with my current system, but before I get to the questions, my specs:
Motherboard: Gigabyte B75M-D3H
CPU: Intel Core i5 3450
GPU: Asus GTX 460 (768mb)
RAM: DDR3 4gb
PSU: Antec 650W Bronze
My budget: Round about $800
I don't really think the rest is relevant. So my current plan is to upgrade my system to be capable of playing Battlefield 4 Ultra (Obviously 60fps) and to be able to play games on ultra for at least 3 quarters of a year. So my first question is what would you recommend I upgrade first to reach my goal. I was planning to upgrade my GPU to Powercolor AXR9 290 PCS+ (Because of Mantle), but now my second question is, will my CPU bottleneck it and would you recommend getting this card and if not which card would you rather have taken? If you could possibly give me a suitable place to buy the recommended components, then that would also be helpful, but just make sure I can ship it to South Africa. So no Newegg. Also prices are a little steep here eg. GTX 780 US: I saw some of them being $520 and in SA: $700-$800.

I think that you would have to upgrade to a 4670K to see a difference and that is too much for the benefit you would get,the upgrade would mean buying a new cpu and motherboard and to me that's to much money for the benefits.

The r9 290 will get about 10/15fps more compared to a r9 280x,whether that's worth the extra cash is up to you.The cpu will be probably an even big of a bottleneck to both.

I would first just upgrade the gpu and see how it does.Your cpu should still be doing well.
I would look at a 1920x1080 (/1200) screen for anything form the r9 280x/gtx 770 and up.

Maybe look for 4gb's of extra ram if it's within your budget.Look for the same type,if not there look at least for the same speed,timings and voltage requirements.If you're not sure buy a new set of 2x4gb ram and sell as second hand what you have now .
You can check ram usage via the task manager.

Thanks for the advice. I forgot to include that I have 1920x1080 monitor. Would you say the R9 290 will be able to run at full potential from the CPU I currently use and do you think it could possibly be a bit of an overkill. You see I am looking for something futureproof and by looking at this site's benchmarks for Battlefield 4 it seems that the R9 280X gets 60fps and the R9 290 is getting 70-80fps (If I remember correctly).

(looking at bf4 it seems worth it to get a r9 290 to get as close to 60fps as you can on ultra and they do use a 4770K cpu)
