can i play games like bf4 ,metro last light , crysis 3 , star citizen , metro 2033 on ultra settings with 60 fps or can you build me a pc for 850 dollars that can max out them

Have you played a game at 40fps?

For reference, when you go to a movie theater and see one- its in 24fps. When you turn on your sparkly new HDTV and look at news or a show- its in 30fps.
