i have a windows vista 32 bit 4gb ram,and intel core 2,with pci epress,and ati readon 300 series.I wanna upgrade it to Zogis ZO86GT-E GeForce 8600 GT 512MB 128-bit GDDR2 PCI Express x16 Video Card.

No it isnt. That card is 6 years old, or more. Its better than what you have, but it wont play GTA IV well, if at all.

With the rest of your hardware, adding only a GPU for under $100, isnt going to make the game playing experience fun. It was a bad port to begin with that even today gives rigs issues playing it. Playing it on hardware that is older than the game itself, isnt a good idea.

you can play this game but lowest settings.
i can play every modren game like cod ghosts, battlefield 4 on nvidia GT 8400 GS.
i dont play GTA games. but i think u can play it without any lag, but u have go down to lowest ur game settings.

i m sure budget problem so u r buying low end gpu. but my sugession is save some more bucks & get a better gpu.

For under 100 dollars?

I guess the best option is an AMD Radeon R7 250.

good luck getting bad port GTA 4 to run on that old system is all I can say. Save up for at LEAST 7750 1gb gddr5 version. On 720p, you may get medium settings, your old dual core cpu is going to really hold you back. Get a core 2 quad off ebay for cheap :p

You really paid 50$ for that graphics card? I think you overkilled it a bit... well only if it's brand new. I had this graphics card, and it struggeld a lot in new games. for 110$ you can get R7 260X which runs games perfectly.
