Time to RMA my GTX 780 ?

In Device Manager I have the warning triangle over my GPU and in properties it is reporting error 43. I can't run any 3-d applications without crashing or open programs such as EVGA Precision or NCP (Geforce Experience however does open, it just can't find my GPU).

I figured it was a driver issue so up until now this is what I've done:
- Updated drivers ( 332.21 BSOD, but 334.67 prevents NCP and GFE from loading in the system tray and being opened)
- Rolled back drivers
- Did a clean install of drivers using http://www.overclock.net/t/1150443/how-to-remove-your-nvidia-gpu-drivers
-Did two more clean installs by using DiskPart to /cleanall and reinstalled Windows from disc

The basics:
Run SPECCY post them and the temps IDLE? Install MSI AFTERBURNER, during any '3d apps' can you see your temps?
WHAT is your PSU? how many watts?
Open the PC, dust it out with canned air, then use a paint brush on the vents, fans, grills, etc.
What AV do you use? If none or if MSE (remove Microsoft Security Essentials) go to www.filehippo.com and install then run a FULL SCAN with AVAST! or AVG.
Download and run FULL SCAN with MALWAREBYTES (Malware is different then viruses)

IF your temps are nice, your watts are fine, you dusted, and both Malwarebytes and AV came back clean, then
Uninstall Video Drivers, Download and use Driver Sweeper to really remove them, reboot. Download the newest Beta drivers and install, does it...

Last tests: Use external drive and Windows Easy Transfer to backup your data. Get your Windows DVD out. Download create DBAN CD to wipe the drive (this tests the drive as well as remove any possible rootkits). Reinstall Windows, run ALL patches and options (except BING) reboot patch reboot patch until done. Download and update with Slim Drivers all drivers. Download and install Avast or AVG. Install ONLY *1* known bad game / 3d app, does it still not work?

Then you proved it is a hardware issue at this point. Remove GPU and try in a second PC, does it too have the same problem? If so then YES RMA the 780, if NO, then there is another hardware part in the PC to diagnose as the issue.
