Weird recurring BOOTMGR error?

So. Im not exactly sure whats going on here but its starting to frustrate me.

Every time i power on my system i get a "BOOTMGR is missing" error. I have 2 HDD's in my computer. One is a 500 GB with 3 partitions. And the other is a 250 GB with only the one partition. The 500 GB hard drive has windows 7 pro on it and works fine. Its activated and its what i use on a regular basis. The other hard drive has windows 7 Home Premium. The operating system is not activated on it because i never use it. But i need to have that hard drive installed in order for my computer to start. It also needs to be set as the first boot device otherwise i get the "BOOTMGR error" again. As long as it is set as the first boot device it loads up and i get the dual boot screen between Windows 7 and another Windows 7.

When i go to disk management it says that my 250 GB hard drive is "Healthy(System, Avtive, Primary Partitoin)" And the 500 GB Hard drive partition with windows 7 pro is "Healthy(Boot, Page File, Crash Dump)"

If anyone can help me with this i would appreciate it!
