Minecraft not working

I have port forwarded port 25565, turned off my firewall, allowed all sharing connections, made sure my IP works (it works in other games), and double checked the port forward.

I run on windows 7 with a AT&T NetGear. I cannot connect using my public IP address but can using localhost. I assumed it might be the port since starbound and terraria work so I moved the port to 7777 then to starbounds port (cant remember it lol) I am at a lose, any ideas?
 
Solution
In the server properties file with the server, leave the IP in that blank.
Go to whatsmyip.org and use that ip to have your friends connect.

That should fix it IF your ports are open.

In that case your best option is to simply download Hamachi. The free version supports a 'network' of up to 5 PC's.
It basically just creates a new LAN (local area network), everyone who joins your Hamachi group appears in this LAN. This way you don't have to worry about any port forwarding. Just join on the Hamachi IP.

Setup takes only a minute or two, and once it's up you're set to go!

I have tried hamachi sorry, should have mentioned that. I always get connection lost: Connect. It is odd that I myself cannot connect from the external IP, perhaps my ISP blocks minecraft somehow?
