pc wont boot after I installed HIS HD 7770 Ghz edition

I just bought HIS HD 7770 ghz edition
but then some problem occur after I installed the card to my motherboard
(of course I did not forget to plug the 6 pin pci e power cable to the gpu card)

I start my pc but i dont hear any beep
it wont boot or get to windows
but the graphic card fan and the blue led are on

im using intel g640, 4 gb ram, 320gb hardisk, and no dvd drive
my psu right now is Xigmatek NRP 400

so what is the problem ?
i all ready try unplug the bios battery, but it does not work

please help!!!

Go for at least 550W, but aim some good 600w bronze. Here on forum you have good threads about PSU.

Seasonic is very good PSU. If you planning to upgrade your PC in recent future, go for better psu.
Important is to know what you want, and then do some research here, on tom's and web.

Well I think your PSU is not proper one, can't provide enough power.

From AMD:
500W (or greater) power supply with one 75W 6-pin PCI Express power connector recommended7
600W power supply (or greater) with two 75W 6-pin PCI Express power connectors recommended for AMD CrossFire™ technology.

NOTE: Minimum recommended system power supply wattage is based on the specific graphics card and the typical power requirements of other system components. Your system may require more or less power. OEM and other pre-assembled PCs may have different power requirements.

so tomorrow im planning on buying a new psu
I have about 600$ - 700$ on my budget
any recommendation about any psu that good?
im thinking maybe a corsair cx500 or antec vp 550 or maybe OCZ ZS 550W
