One PC Connects To Network, But Not Internet

Windows 7 PC will connect to a home network via wireless and LAN cable, but it can't get a stable internet connection.

When I first start the computer, I will have internet access for a few seconds, then it's gone. The Network & Sharing Center (that shows the PC-Router-Internet diagram) will show the internet connectivity going in and out periodically. This is the same whether I'm using wireless or wired. Even when it shows the internet connection being active, I can't get any connection on my browsers.

The two laptops in the house connect just fine. I was told this computer was working fine for the first 2-3 weeks, then these problems started.
