Low FPS in Games

Hey guys, pretty much ever since I finalized my rig I have been having some low FPS issues in certain areas of games. However, I have mostly ignored it because it is only in some areas of games, like cities, and they were intensive games on high settings.

However, my friends and I were playing Borderlands 2 today and I noticed that in the second area you get to, overlooking the first "city" area, my FPS takes a real sharp dive. I kind of put it aside in my mind, however my friend with the same exact PC as me except for the hard drive, GPU (his is an HD 7870 GHz while mine is a GTX 770), and CPU overclock (we both have the FX-6350, but mine is clocked 200 MHz higher than his is), didn't get a framerate drop in the same situation. I'm kind of concerned with this, because we were both running the game at max settings except he had PhysX set to low and mine was set to high, but turning that down and restarting the game made no difference.

I also get a similar drop looking down from Dragonsreach into the center of Whiterun in Skyrim, it drops to 43-48 FPS.

Is there a problem with one of my components? As I said, my friend has almost the exact same hardware but lower clock on the CPU and a worse GPU. What should I do?

I don't know about Borderlands but Skyrim favors intel CPU's and i think it only uses 2 cores.
If you google Skyrim use more than 2 cores you should find a mod. Try that and see if it improves your situation.
Occasional dips in frame rates isn't uncommon so what's your average frame rate?

Borderlands probably favors Intel as well because they for sure favor Nvidia, so it seems to me that they at least wouldn't favor AMD on the CPU front either. However, as I said in the original post, my friend has the same CPU as me and a weaker AMD GPU and doesn't have this issue. I did have a stable OC on my CPU, but I bumped it down to stock clocks like my friend has it to give BL2 a test to see if it helped for some reason, just in case, but as you could probably guess it didn't help.

I think I might revert from the Nvidia 334.67 Beta drivers to 332.21 WHQL just to try that, IDK.

To answer your question on average FPS, besides the one city in Borderlands 2 my FPS usually never drops below 80 FPS on completely maxed settings at 1080P on my hardware. On Skyrim, the game seems to be capped at 60 FPS even though VSYNC isn't enabled anywhere, and it always stays at 60 besides looking down into the large tree below Dragonsreach, so I don't think it is an issue with raw CPU power or not using enough CPU threads, but I will try your fix and see if it helps.

All PC specs are in my signature. Cores have always been unparked. I am going to try older Nvidia drivers now.

Still having strange FPS issues in BL2. Changing graphical settings didn't change the framerate whatsoever. This makes me think it is a CPU bottleneck, but the FX-6350 is well over the recommended CPU requirements, and it is overclocked, plus others with worse CPUs get better performance. Is it just the game?

while running the game,open Task manager and see CPU Usage,if it's 100% Then Your CPU is Bottlenecking Your GPU

May be that's an ingame Bug,did you update the game?? Try any other game

The CPU usage isn't even near 100% I know that much, and what really puzzles me and I want to emphasize this is my friend with the same exact CPU and worse AMD GPU doesn't have this issue according to him. He hasn't gotten to another area where I have issues, and I kind of fixed the early area with a driver update, but still.

I'm guessing it could be a bug or lack of optimization within the game, but I should be able to max this game without any issues at all it's crazy. I have some issues in other games, for example in certain areas of Assassins Creed Black Flag I hit the mid forties or even high thirties even though I average around 60FPS.
