Overy Clocking the Intel Core i7-3770 Quad-Core Processor

I have a Intel Core i7-3770 Quad-Core Processor that runs at default, 3.4GHz. I have sped it up to 4.1 GHz. It runs at a temp of no more than 65 degrees Celsius. It doesn't crash or anything and is stable after getting it running. I have 8GB of RAM; the RAM is Corsair Vengeance Red 8GB (2x4GB) DDR3 2133 MHz. It is in a well ventilated case, Rosewill Gaming ATX Full Tower Computer Case THOR V2 Black. Now here is my problem, When I run the Basic Input Outt.put System(BIOS) settings at default, it logs in pretty quick and then I can start any processes I need to but at the speed of 3.4GHz. Now when I start to overclock it anywhere near 4GHz, the OS starts up the same but after typing in my user name and password, it takes almost 3 min to get to the desktop. As mentioned earlier, it loaded up quickly before overclocking. I have adjusted the CPU's VCore according to what I have the CPU multiplier set to. After the system has loaded up, it resumes speed and starts to run quickly again. Not sure what to do at this point. I would most definitely like my PC to run at 4GHz without slowing down my log in speed and decreasing my performance. I also know for a fact that the processor is not throttling back due to the temperature not being hot enough. Any advice is well appreciated. Thank you for your time and answers.

You might have adjusted the BLCK frequency when overclocking which in some cases will slow down boot times.
Personally there are tons of bugs like these that no one knows how to fix. But are you running a HDD, cuz it might be because your drive is bottlenecking the load time
Or it just could be because you disabled fast boot or something along the way.
