Mouse stutters at odd intervals, then stops responding

I've been having a problem with my usb mouse for the past couple days. This mouse is a generic dell usb mouse, and it has worked fine for a very long time, but as of recently, it's been freezing for about a second at a time at random moments. When this happens, windows sometimes makes the usb disconnecting and reconnecting sounds, but other times it doesn't. Even worse, usually after around an hour or so (it's pretty random when this happens, but it always takes at least a little while), the mouse just stops responding all together. The light remains on when this happens, and windows seems to still act as if the mouse is plugged in.

Here's what I've tried so far:
-plugging the mouse into other usb ports. doing this after it's stopped has no effect, and doing it before starting up the pc has the same problems
-using a different mouse. again, the stuttering and eventual stopping happens
-restarting my pc. this seems to be the only way to get the mouse to respond after it's stopped, but it's just a temporary workaround
-going into device manager and setting the usb hubs to not turn off to save power: this wasn't enabled for any of them to begin with
-going into power settings and disabling usb selective suspending. this did nothing, as far as i can tell.

If it's any help, my motherboard is an MSI P67A-G43 and i'm using windows 7. I've tried googling this problem, but everyone else seems to be having issues with either a specific mouse or a usb port.
 
For now, try using the PS2 connector via a USB2 to PS2 adapter.

It sounds like a Motherboard issue if other people are having the same problem.

Other:
1) Make sure BIOS is up to date.
2) Make sure the main DRIVERS for the motherboard are installed (Intel Chipset etc)
3) run MEMTEST www.memtest.org for a full pass
4) Try booting an UBUNTU disc (don't install) and see if the mouse works

I updated my BIOS and intel chipset and management engine drivers, but this doesn't seem to have done anything. I don't have a usb to ps2 adapter, and I have yet to try memtest or booting from ubuntu. One thing I forgot to mention is that all other non-mouse usb devices, such as my phone, flash drive, and wi-fi adapter, work just fine all the time in any port, even after the mouse stops responding.
