Seagate 1TB unrecognized makes keyboard unresponsive

My new system won't recognize keystrokes if I start it up with the harddrive connected but the disc drive works fine. If I disconnect the harddrive I can get into bios and boot to the Windows install disc.
The harddrive is spinning, I've switched out the SATA cables between the disc drive and the hard drive and the disc drive works no matter which SATA port or cable it's connected to/with. All the SATA ports have AHCI enabled and the system recognizes the RAM and processor. The only thing that isn't working is the harddrive which makes the keyboard non responsive when it's installed.
I tried reformating the hard drive to FAT32, same issue. I've tried going into the windows set up, opening the command line and using diskpart to try to locate it, didn't work.
This hard drive was a secondary drive to my old computer and most recently I had it in an enclosure to store data on. If I put it back in the enclosure it is recognized and works right away. I was hoping I could save ninety dollars by recycling it in my new build but no cigar.
Any help would be greatly appreciated.
