New System Lag

Ok so I recently just built a low budget gaming computer with these specs:

Processor: Intel i3 4130 3.4gz
GPU: Nvidia: 650 Ti
Power Supply: Rosewill 500W (From old build)
RAM: Team Elite 2x 4G DD3 Memory (8G total)
MOBO: MSI H81M-P33 LGA 1150 Intel H81 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

Problem: Okay so when I first built the system I originally had an AMD processor and MOBO. I was experiencing this terrible lag and sound distortion after being on the computer for a while and doing things like gaming. I noticed that the processor temps were high so I returned them and got intel stuff instead. The temps are fine with this one and I was still experiencing the problem. The problem would generally happen after I played a game like CoD4 or CS:GO after a while and continue to lag even after I closed the game. After a restart the PC would generally be ok for a bit. So after some intense googling I tried this fix:

It seemed to have stop the sound distortion but I am still experiencing some massive FPS drops after playing for a while. I don't seem to lag too much, but for example when I play CoD4 I cap my fps at 250 which my system can get pretty easily and it will be fine but after about 10-15 mins or sometimes more it will just start to drop to 100-200 and fluctuate. The weird thing is it only drops when I'm playing too, like if I am dead and spectating someone it will be 250 constant.

Things I have tried to fix:

-Updated Video Card Drivers and tried different ones
-Updated chipset and audio drivers
-Took out each stick of RAM at a time to test the sticks of RAM, problem happened with both of them.
-Swapped Graphics card to my old 9800GT and it still happened.

So if anyone has any ideas of what this could possibly be please get back to me ASAP.

Hold it, your worrying about FPS of 250 dropping to 200?!?! Dude your eyes can only see 60FPS, after that your brain can't "see" the 61st to the 10000000FPS a computer could do. Your worrying about nothing and impossible to resolve since you can't "see" any difference (now if you said 25 dropping to 20 then I can see alot of issues).

Personally I would suspect the PSU, as a buzzing sound of the audio is usually a overload of electricity either because the speakers are too close to say the monitor (EM Field interference) or the PSU isn't cutting it for the demands of the system. That said,

the basics:
If you have Microsoft Security Essentials (MSE) that is garbage and you need to uninstall it first
go to www.filehippo.com and download / install AVAST! or AVG and have them to a FULL SCAN of your computer.
downloaded and run MALWAREBYTES to run a full scan and clean the PC, this is different then Viruses
(( Yes several other posts I answered these resolved ALL the issues as the crap was in the background mucking things up))
Download Slim Driver and make sure all drivers are up to date.
Download SPECCY and post the first tab here, this will give us also you IDLE temp
Download install MSI Afterburner, then run your games, what was the temp?
