Screen Tearing on a Nvidia GTX 645

So I used the Windows Update to download drivers and I noticed some minor screen tearing on a few 2D games that I own on Steam. (Most noticeably on faster games like the BIT.TRIP Runner games, though slower puzzle platformers have issues too.)
So I followed the advice on a few other posts asking similar questions and just updated using the Nvidia site, I did and now I just get more screen tearing, outside of games now to even my browser, as well as a font change in my browser.

I can roll back the drivers and still have the old screen tearing problem, but is there some way anyone can think to fix the issue in general?

Screen tearing, are you sure it appears as if someone is slashing your screen with a katana?, or is it like those interference / distortion lines?.

This looks like a cable problem, what cable are you using?. VGA or DVI ?

I have two monitors and both are experiencing it. One is HDMI and the other is DVI.

Oddly enough when I was attempting to capture the screen tearing, using both still pictures and video, despite seeing it happen, it wouldn't capture. So it might be something to do with the cable.

It will be helpful to get new cables, also get a DVI-D to DVI-D cable(s), try to run a single screen first with a DVI-D cable and see if it gets fixed.
