Why does Amd overdrive show that my current CPU frequency is higher than the target frequency?

Recently I've been reading up on and somewhat experimenting (not a lot) with OCing. I have an Amd FX 8320 which I have no worries about its overclocking ability but am rather curious/concerned about Amd overdrive displaying the current speed being faster than the target speed.

It looks something similar to this:
---------------------Target Speed ----------------------Current Speed
CPU Core 0------ 3800 mhz ------------------------------4085 mhz

And so on and so forth. I'd love to hear any ideas, suggestions, answers, really just anything that could help me understand.

Oh geez I forgot that I posted this after I found out what the problem was. I have an MSI motherboard that has an auto overclock program built in called OC Genie. I had that turned on while I was using Overdrive.
