The number depends on how much hardware is in the computer. And you would want all drivers installed for a fully functional PC.

Every Hardware device needs a Driver to instruct Windows how to properly interact from the software layer to the hardware layer. For example moving the mouse forward shouldn't generate ERTS&@^!@HWA on your screen. It would if Windows doesn't know what the 'code' it just got from the mouse moving forward means, for example.
