AMD 8350 8 core issue

I have started to drop fps quite a lot in game, (I'd go from a steady 60 down to 25). I know my gpu isn't the problem so I monitored my cpu in game.
My processor is 3.5ghz. When I'm in game (league of legends) it says it's going at 3.5ghz on 17.5x multiplier at 60fps. When the fps drops all 8 cores of my cpu drop to 1.4ghz at 7x multiplier.

I'm guessing this is the reason for my fps droppage. Is there any way I can fix this?
My mobo is also: A960D+

and before anyone recommends:
my drivers are up to date on cpu and graphics card
this happens on the minimum possible settings
my internet isn't the problem.

does anyone have any idea what i can do?

edit: my temps never go above 35 as i have a decent cpu fan.

Solution
A960D+

There is your problem.

Those boards are based on the 760G chipset which are NOT designed to run FX, even less they are worse with 8 core FX.
Your CPU is throttling due to your barely capable motherboard.

You should be using a 970 chipset board with a decent power phase and very importantly decent VRM cooling.

Here is a spreadsheet with a lot of AMD AM3+ boards with comments on them with important stats.

thank you. I've seen that link and it confused me. Could you perhaps recommend a motherboard that wil lwork well for me? Maybe the cheapest one possible as I'm on a huge budget

Yes, I agree. But this one is capable of running an FX8350

Anyways, to the OP, if you can afford the M5A97 'Definitely' go for it.
Best budget board.
