Never. Those are 2 entirely different things. The restoring only restores the system files you once had,which you may not have now, just to make sure that the system works without much issue. But reformatting the hard drive means, what you're doing is you are totally deleting all the system files,and the third party softwares you had installed onto your system, and you're doing a fresh install of the Operating system.
As a matter of fact, reformatting is the better option,as the former one may not always be successful in getting the system to be perfect,as it used to be.
