Can my System play Dota 2 at High Settings?

I want to play Dota 2 at Max Settings like all Effects are turned ON, all renders are High, etc.
I also want to do it with Vsync ON and the FPS wont drop from 58-60 at any game situation.
Whether its normal lanings, gank clashes, climax clashes or hard clashes.
I just hope you could help me out, im on a tight budget.

This is my planned System Specs:

OS = Windows 7 PRO 64bit
CPU = Intel Pentium G2030 3.0 Ghz
RAM = Kingston 4gb ddr3 1333 Mhz
GPU = Sparkle GTX 650 1gb ddr5 128bit
Display = 19" Screen with 1366*768 Resolution

I posted this link in the previous thread, but the GTX 650 Ti is able to keep above 60 FPS at a higher resolution, so you shouldn't have any problems. And as I said before, your CPU is fine.

Sorry, I misread that. If you take a look at the link, the 650 (not Ti) has a minimum of 62 FPS at a considerably higher resolution.
