Are you sure you're using the right screws? Test the screws with the motherboard standoffs when they're not installed in the case.

This is not correct. The screws should be very short, there is no reason they won't tighten all the way down unless you are using the wrong screws. They are either too long, or the threads are wrong. Where did you get the screws?
