I am going to build a new gaming computer and a new monitor, and I will be playing euro truck simulator 2, does this require a low response time on a monitor. I am going to get a 5ms response time probably. Thanks.

No, you'd be fine with a higher response time monitor. Low response time monitors are usually used by people playing FPS games that require extremely quick reaction times.
