Just cause 2 stuck on loading screen

hi, ive just bought just cause two for my gaming pc, installed it and when i click on the game, it just seems to stay on the splash screen constantly loading forever. i have also tried the multiplayer mod but have the same issues.

i have tried reinstalling both with no success. all my other games run fine

my system specs
fx 6300
asus m5a97 evo r 2.0
xfx r9 270
120gb samsung evo
1tb western digital blue
xfx 650w psu
8gb corsair vengeance


i have read that it could be due to the fact that i do not have steam/ jc 2 installed on my c drive but instead on my d drive, but i do not know what to do about this?

please help me, i really wanna play the game with mates!

I have Steam and the game files on my "D" drive without any issues, so it must be something else. Try deleting the Square Enix folder in Documents and then restarting Steam (after you fully exit Steam) since it worked for other people with the same problem.

that didnt work either, in the task manager it is using 20% of the cpu, but still stuck -.-

i know only basic video drivers are enabled in safe mode but i would at least try and see if u can get past the splash booted into safe mode w networking . maybe a rouge process or conflicting processes in the background?
