Just under $800 with a 23 inch monitor and windows OS

AMD FX-6300 3.5GHz 6-Core Processor
ASRock 970 Extreme3 R2.0 ATX AM3+ Motherboard
Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600 Memory
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Gigabyte Radeon R7 260X 2GB Video Card
Corsair 200R ATX Mid Tower Case
Corsair CX 500W 80+ Bronze Certified Semi-Modular ATX Power Supply
LG GH24NSB0 DVD/CD Writer
Microsoft Windows 8.1 - 64-bit - OEM (64-bit)
Acer G236HLBbd 60Hz 23.0" Monitor

Quite similar to Seladons build
It would encode video a little slower ,and game just as well
The case , monitor are higher quality , and the motherboard is considerably better . The ASUS LE model lacks features and is quite weak in the voltage regulators .
OS is Win8 which you can transfer to another computer later on if you want . 7 is locked to the first mb .
Its easy to remove the apps from 8 and then add a start button program so it behaves just like 7 . Takes a few minutes

-8core processor for video editing
-High quality motherboard. Just add an aftermarket cooler in the future to overclock.
-24" monitor.
-The 7790 performs the same as the 260X.

The 7790 is a little weaker than the 260X

Editing my not improve with extra cores . Render speed will be faster , but I would compromise that for better quality parts elsewhere . I wont be sitting watching the pc render . I dont care if it takes a few minutes longer .

I would definitely want the largest 1080p monitor I could afford . That BenQ is a good deal realchaos . And that case is sensational at $40 if the OP can wait for a rebate
