I have attempted to update the machine password to latest. PC rebooted into DOS mode, BIOS flashing utility started and then PC just switched off somewhere in the process.
Result - PC can not be switched on. When power is connected I can see amber light flashing on power button. According to manual it is power issue - tried different PSU, no luck.
Tried battery removal, clear CMOS - nothing.
Any ideas?

It seems that way. Pity DELL wasnt smart enough to implement fail safe now present even on cheapest boards.
Looks like I'll have to sell the PC in parts.
Any other suggestions before I do? :-(

yea not sure of anything. The thing is Dual Bios is only a recenty technology. ANY motherboard from that time frame or any entry-mid level motherboard even today only have one bios. usually only high end gaming ones have dual bios and thats mainly to keep one for Non overlocking and another for Overclocking so that you don't have to change the settings all the time. But yea unless anyone else has anything to add i'm afraid you have killed it my friend
