I recently built a pc for high end gaming needs, i mainly play fps and waiting for titanfall to release. I am buying a monitor and have narrowed it down to these two both currently on sale for 170$:

Acer H236HL Bid 23in IPS
Samsung Series 3 S24C300HL 23.6IN

i would prefer samsung over acer but the acer is IPS and I have heard good comments on color quality of IPS. and since they are both 5ms for refresh rate its a hard decision. Would the overall image quality be better on the samsung or acer?

Solution
both are 60hz and have 5ms response time. I think you should go with Acer IPS panel(if you have no other choice) for it will offer you better colors as you won't get more than 60fps in any condition due to 60hz limit. I don't think you would be benefited anyway with TN panel over IPS in your case. So Acer is way to go.
Edit: BenQ RL2455HM is also a great monitor in terms of gaming, if you can get that. Another alternative would be Asus VS247H-P monitor which also is brilliant gaming monitor out there.

From my personal experiences, Acer as a monitor brand is not that nice.

I had used two monitors from acer in the past and both of them showed symptoms of a faulty screen after around 8-9 months. I have used Dell and Asus monitors and both are impressive.
