No Windows is tied to the CPU and Mobo, once you try to replace these you are voiding the license and you won't be able to use the Windows you have with the Compaq. Further if you plan to replace 'everything but the case' this is silly as the cost of a case is only $30 or so (some cases you can get a Case/ PSU combo for the same price as your PSU there) extra. This can also avoid OEM specification issues, such as the PSU doesn't fit, the way the case is setup might not be optimal to airflow for the hardware YOU selected, but was perfectly fine for the older SR5710F design, and so on.
