Trying to improve my computer and stop crashes

I built this computer a while ago. I installed/played the new one, but needed to overclock my graphics card (5770) to do so. Since then it has been crashing at least that is what I think is the cause. It gives me the error 0x0000003b. I uninstalled the driver and the overclocked speed, but that crashes are still happening. I figured if I'm going to replace the card I might as well try to upgrade this computer to be the best it can be but would consider a complete new build. Not sure, but unless someone has a way of fixing the error this is what I need to do.

Current PC
Win 7 64 Bit
OCZ Power Supply 700W
Saphire HD 5770
Phenom II x4 955
Seagate Barracude 500GB 7200
ASRock 770 Extreme3
Access to 16GB of kingston DDR3 RAM but only using in 2 slots currently
3GB internal from westgate (i think)

Looking to replace the HD with a solid state and the video card. I'm just wondering if I will bottleneck anything or if I need a serious upgrade in everything and perhaps have to make a new computer. Any / all advice would be appreciated. Also the things I'm not really sure about if the processor is good/good enough, if the motherboard will take a solid state drive and how far I can go with a graphics card.

Money really isn't an issue it wouldn't be the worst to make a totally new system, but I would prefer to play conservative for now and rebuild when I HAVE to instead of just because I can.

Solution
Is vide card working when it is not OC'd? Faster card is good idea.
New build is good odea too. Or upgrade cpu + video card.

This is whole build but you can upgrade gpu + cpu from this build.
Also look for R9 280X video card. That is good choice too. Sell old build away if you build new one.

Cheapest wau is upgrade the cpu + video card. irst buy video card and cpu if you need.

I wont recommend getting a 8120 or any x1xx processors, those are pretty bad.
Also try to avoid 3TB as their failure rate in generally are pretty high.
2x1TB should be fine.
He wont need a 750w +80 gold for a single GPU. Gold certified also isn't made for consumers, they are made for enterprise servers where you would actually notice a difference in the electricity bill.

Wow. I did not know that. I have two 3TB seagate barracuda. They are working fine.
Maybe I must sell out my drives and buy better ones :) But all HDD's are not 100% sure because they have moving parts? WD drives are not much netter. Are they?

Btw. My drives are .14 drives.

Well generally the more data you want to storage on the same amount of space, the higher is the change of failure.
I personally only have good experience with WD, but with 1tb there are in general not the big failure rate for both WD and seagate.

I actually have had several 3TB drives die on me. I now have a system where if 1 fails I have two backups of that information. The 3TB internal is just a holding space until it is transferred to another machine. Also to you point about WD I have had drives fail from WD, Seagate, and Toshiba. Also the other guy in this post said that recommended processor is bad, I was wondering if my current processor is that bad/ and or another recommendation based off his response. The video card, yes, with AMD uninstalled still crashes. I uninstalled, then wiped the free space one my drive and it still crashes.

EDIT: To be clear specifically about my card and the crashes. It tends to crash when I use alt + tab. Typically out of HON(game), but occurs other times. I don't think that it happened before I overclocked it, but it still happens now when set to default values. Also I might get back into playing newer games and PC games at that, so my system needs an upgrade anyway.
