When i run something like Valley Benchmark my second card starts out fine then lowers to 500 Mhz then down to about 324 Mhz (idol) wile my other card is up at 1202 Mhz

Ps. I'm running 2 Gtx 780s

Solution
Try this first, under 3D global settings choose 'Single display performance mode' under 'Multi-display/Mixed-GPU acceleration. Also, make sure you choose the 'Prefer maximum performance' option under 'Power Management Mode

If that doesn't work try powering down and remove the SLI bridge.

Power back on, boot to windows and let the driver do whatever it does and then shut down/power down. Check your power connectors are firmly in place as well and the cards are in the slot correctly. Insert the sli bridge back.

1. sli bridge installed?
2. sli enabled in nvidia control panel?
3. is motherboard sli capable?
4. is power supply capable of outputting at least 42 amps on the 12v rails per 780?
5 . meh

the benchmark is only using one card. and so you must enable sli through the nvidia control panel, as well as set valley to use both cards.
