Upgraded CPU and GPU - BUT still lag !?, Help needed

My original rig bought in 2009:
AMD Phenom II X2 3Ghz
6GB RAM unganged (2GB 1066 + 4GB 1333)
ATI 4770 512MB
GA-MA785G Gigabyte Motherboard
Vista 64bit
PSU 550W (80% efficient)

This year, I decided to upgrade by changing CPU and GPU only (i wanted to retain the rest)
AMD Phenom II X4 955
Nvidia GTX 560 1GB (not Ti version) - latest drivers installed

After all the hassle of upgrading (I'm a noob) and finally getting the PC to boot up, I ran these 2 games to check if anything improved:
Need For Speed: Hot Pursuit (2010)
Tomb Raider (2013)

To my horror, these 2 games are still SLOW and LAGGING!!!!

I'm only running these at 1280 x 720 and Normal settings only (not High or Ultra).
Both games' FPS are less than 30, sometimes go below 20.

Is it my OS (Vista), RAM, PSU or Mobo problem?
HELP!!

First Vista, and you probably didn't even reinstall everything. Anyway a 955 at its stock speeds is a big improvement over your old x2, but it is a little slow by today's standards. It should be more than enough for those games you selected, but of course to get the most out of that CPU you need to overclock it and have a decent cooler to do so. Second, you need to properly uninstall the old drivers for your 4770 before installing the 560 which you probably did not. Uninstall both sets of drivers. Run Driver clearner. Re-install the drivers for your 560 and you should be good to go. If you can though, it would be best just to format the drive and do a fresh install.

Well i would say change your OS too to Win 7 or win 8. Remember ramspeed will be of the slowest ram so speed of all ram will be 1066 mhz.

Hi there.
I did read somewhere online that the CPU itself could be the bottleneck or the motherboard itself.
However, I'm uncertain how far this is correct.
Phenom 2 X4 955 is a quad core CPU, much better than my X2...

Sigh...

UPDATE on TOMB RAIDER: I upgraded my PC just because of all the good reviews I read online. Lara Croft really gives me a headache
-Using GeForce Experience, I ran the optimal settings. It ran just the same. During benchmark, the avg fps is about 40-50.
-However, when I play the game itself. Whenever I reach a big open area, the FPS slows down IMMENSELY until it is not really playable
-I read the fix was already given by Nvidia and Square Enix, and I ensured driver and game are updated. Still a prob.
-Believe or not, I even set to lowest settings (800 x 600, all details to Low). Tomb Raider still lags at the open space areas, sometimes unplayable. Indoor areas the fps is stable.

I'll attempt to re-format my PC with Win 7 Home Premium and reinstall everything..
