Damaged thermal paste, need some advice

So today I decided to clean out the abysmal amounts of dust that have accumulated in my machine.
All went well until I noticed that the cpu heatsink was painted dark gray inside and out. Removed it, cleaned it, put it back.

Then I realized that dun goofed. The thermal paste is now all but useless and I don't have any around to reapply.

So this is where I need the advice, should I remove the current paste and just let the heatsink sit naked on the CPU? I'm half hoping that the paste will just remelt, which is probably a pipedream.

With the paste that came with i5-3450 the average temps (everyday use) was around 96°, with the paste screwed up it seems to be about 108° (+/-4).

I'm also looking for some new thermal paste, I've never actually had to apply it before so I'm hoping someone knows of a non-conductive paste (a novice can apply) that actually makes an improvement.

Advice and suggestions greatly appreciated, I've absolutely no clue how to proceed here.

No paste will give you really high temps/overheat the cpu even on idle.
Some paste brings down temps drastically making the machine run-able but not recommended for heavy use.
Proper paste will bring temps down to the correct temps and will transfer heat to the cooler properly thus providing low temps and moderate temps during load.

You want to clean off the old paste before applying new paste. Watch YouTube videos on how to apply paste. There are hundreds of them.

You need to go get yourself some thermal paste! Turn your pc off until you reapply. Are these temps celcius or farenheit? Go spend $5 on paste before you have to replace a cpu for $300.

The temps are Fahrenheit,
With paste: stable 96F (35c) everyday use. 120-125F (48-51c) stressed (playing skyrim)
With damaged paste: average 108F (42c) everyday use. 150F (65c) stressed (playing skyrim)

What I want to know is does damaged paste increase temperatures more than no paste at all? The whole point of having it is to close the gaps (I think) or does having some still better than having none? I still need this machine while I wait for the new paste to show up so I want to know if I should clean it off (rubbing alcohol?) or leave it on.

I've heard/read a lot about arctic 5 which is partly why I don't want to use it, conductive and needs to be replaced regularly are two things I'm not fond of. After some research I found arctic mx-4*, does anyone have experience with it? Or similar pastes?
