Don't bother reseating the graphics card. You know what caused this. Picking a graphics mode that wasn't compatible with your equipment. If you can get into safe mode through pressing F8 during the boot process, then you should be able to find the option to start the computer in VGA mode, rather than safe mode. Once in VGA mode, you should be able to remove and reinstall your graphics drivers. I suspect this will be the easiest method for you to reset things.
I would certainly check if you can change your resolution back to normal, before messing with uninstalling and reinstalling drivers, but I haven't used VGA mode in so long I don't recall if Windows will allow you all of your graphics settings or not. I suspect not, but it's worth a try to save you some time.
In the future, remember which setting didn't work, and avoid it.
Also, when setting a different screen resolution, click the Apply button to test it, then if it doesn't work, simply wait, and the resolution will automatically revert back in approximately 15 seconds. Only click Ok once you have determined the setting to work for your equipment.
