VPN using two routers. Host and client with fail safe

I am trying to set up a VPN network with two routers one as a host in the US and one in Mexico as the client.
So any device connected to the client router will be tunneled to the host router in the US.

Also if and when the host connection drops I want all clients to disconnect from the internet.
So my mexican IP isn't visible.

Not sure if it is possible but any help is appreciated.
If software is required please provide links or as much info as possible.

You pretty much just need some vpn routers. The exact configurations will depend on which devices you choose. Almost all routers that support VPN also have firewall features. A simple way to do what you want is to put in a rule that says the only ip the mexico router can talk to is the US router. So in the worst case if the VPN would get messed up and the users got direct access they still could only send traffic to that one ip address.
