my computer is not loading bios

i have tried to discharge the board by removing the battery, clean Ram, brow and resit the cpu, but nothing comes up instead it powers on and the cpu fan makes a lot of noise instead. please help me out

Remove the Mobo from the case, remove everything that you have plugged into it.
Now short the jumpers to clear the CMOS. (With the CMOS Battery in place)
Connect the PSU power to the mobo, leave just the CPU in place with it's heat sink assembly.
Give it a start and check for beeps

I have tried that but still nothing and the most scaring thing is that the cpu fun makes a lot of noise it is as if it has hunged
