Inexperienced budget ($800) build

I built my own PC once over a decade ago, but got out of the gaming scene (plus into jobs that use Macs...) so I have no real experience with building a machine anymore. Not that I had much to begin with, obviously.

I've been reading Maximum PC online and playing around with a budget system they had from December 2013, using NewEgg ratings & prices to change some things around. Below is what I have so far.

Could anyone give me some advice on things that could use improvement? I'd like to keep the budget more or less around where it's at (between $700-$800). I mainly play World of Warcraft, but my old crappy desktop now isn't cutting it anymore. I also play Skyrim and may go into the new Elder Scrolls Online later.

One thing is that the total above is after rebates, which I have a horrible time getting. Before rebates, this says $740. It also does not include an OS - I'm trying to decide between Win7 and 8.1. I've only used 8 a little bit and hated it, but heard 8.1 reverted (or allows you to revert) most of the crappy Metro changes. Thoughts on that?

I already have a 23" monitor, speakers, mouse & keyboard. And most of the things listed above I'm not married to for choice - one of the few things I like is the case not being so flashy like many today are (it sits behind my monitor on the desk - I prefer it to be quiet and not lit up much, if possible).

One last bit - do I need anything other than the parts to build a PC? I know about getting better thermal paste than the default stuff (already added above) and having zip ties to keep the cords managed, but do I need any extra screws or cables or anything I haven't thought about?

Seladon, can I ask why you changed what you did? Personal preference, better reviews, or just more raw power?

The CPU seems a good bit worse, looking at specs and reviews.
I noticed the SSD storage space was halved on your build. Was this just to fit within budget?
The case you selected has one bad review on NewEgg and no reviews on Amazon. Do you know anything that would offset those?
 
The CPU that I chose is a bit slower than the one you chose, but for gaming, CPU is not as important as GPU. So I saved a bit of money there.
The SSD is smaller, but it's faster. I made this change to save money, once again.
The case is mostly just a place where you put your components. It doesn't change the performance of the PC, for the most part, maybe a little bit more heat, but nothing too big. Saved quite a lot of money there.

That enabled me to fit the OS in the budget, while also fitting a much, much faster GPU in there too, which will give a lot more gaming power.
The OS is a personnal choice. I didn't like Microsoft's idea on Windows 8, and I'm just going to stick with Windows 7 until they offer something better.
