Windows 7 install 0x80070570 error

Just assembled a computer and have been receiving the same error

"Windows cannot install required files error 0x80070570
The file may be corrupt or missing.. Make sure all files required for installation are available and restart installation."

During the install of numerous versions of windows 7 home premium x64 as well as windows 8 in the installation process.

I've gone through all the posts on this site so far and tried numerous fixes including
Using USB, portable hard drives and CD drives for install
Redownloading and recopying different copies of Windows 7
Updating the BIOS
Cancelling the Install and retrying
alternating the RAM
I've used memtest showing no errors
Reformatted the SSD after the failed installs
Removing Graphics Card (all that's left is motherboard, cpu, powersupply, RAM and the ssd)
Using Ultra ISO to copy the files to USB

I'm using brand new an
Asus H87M-E motherboard
Samsung 840 EVO 120gb SSD
The last thing I can think of being the problem is a faulty SSD however the samsung testing software is an .exe and I'm unsure of how I can USB boot off that in order to test the drive. If anyone has any suggestions on either solving the error or assessing the SSD that'd be much appreciated. Thanks

Just in case someone has a similar problem my old laptop was causing the problem, it was incapable of expanding out the windows 7/8 ISO's without causing fault.
