Why do i have low fps and lag in every game

I have lag in every signle game i dunno why i can play skyrim on med with 60 fps only in a building but outside is avg 40-50 and have drops to 10 ac4 lag that hard i can even play it bf4 also and the bf3 i have 8 ram 1600mhz i5 3350p and gt 640 i know the video is not that good but in la noire i have very big lag and when i check the task bar cpu usage is from 50-100 also in minecraft i have 60-80 cpu usage help me please i want to play every game on high or ultra at 60 fps without drops tell me wahat i need to change the cpu,gpu or both?

You're not going to get 60fps on any AAA title with a GT640. You might want to upgrade to a GTX 760. Make sure you have at least a 500W PSU.

640 is not a gaming video. Casual gaming at most. If the GPU memory is DDR3 (which is quite common) is additionally lowers the performance.
If you play in FullHD - lower the resolution and image quality for better behavior.
As for a "gaming" card on a budget 660 is the minimum (personal opinion). 760 if you can afford it.
Check Tom's recommended video cards for most competitive cards of the month.
7850s were also good option, but seems like AMD prices have gone up recently, so it's no good deal.

I was thinking to buy the msi 760 or the asus not sure yet and my psu is exactly 500w my res is 1440:900 so the problem in my pc is the gpu ok but will my cpu shall be able to handle most of the games with gtx 760?

Ultra on a GT640 is not happening,it is not happing on a GTX760 either,maybe on a 770,not for battlefield 4 and those new titles anyway.If you lower your expectations [most games look perfectly fine on high] you'll enjoy your GTX760 if you upgrade to that.Otherwise,if eye candy is a must,pay for what you want.

Better at being less powerful,lol.Is that how you chose your gt 640? Look at the points it wins in,narrower?Low power consumption? These should be obvious pointers.

Actualy i didnt chose that crappy card i buyed an Acer predator g3620 :D  and now am suffering with it but i didnt have the choice i mean i cant afford to buy the parts at one so i go on leasing i tough that the gpu is not that bad the cpu is good i think am not sure am new in this thing so i tough the i5 is pretty nice and 8 ram is just great soo thats my story :D

Prebuilts never have good gpu's unless it is an alienware or something.Just enough to run a couple chrome tabs you know. The CPU is good,all you need is to change the GPU.

I was hoping someone to say that gosh but if i buy the gtx 770 pailt il need to change the mobo and the psu and im not sure will this gpu fit in my case

You can measure,all you need is 11 inches at least,so an 11.5 you can get it in there.Mobo doesn't need a swap,it has a gpu slot,but the psu is likely,but that i'd swap anyway,prebuilts come with crappy ones always.

I'd say change the PSU,try windows 8 as a solution,THEN change the mobo if that does not work.
