Help with budget build

I am looking for help in choosing parts for a build for my father.

The budget is around $350, but I am basically just trying to beat the Dell deals. I wouldn't be surprised if he could wait and get something like this http://www.dell.com/us/p/inspiron-3647-small-desktop/pd... for 400. So definitely want to do better than that.

I know this can be hard at this price range, but no need to factor in HDD cost and OS cost because I have spares lying around. Same goes for mouse/keyboard/monitor. He will use a 23" 1080 monitor when I get my 2560x1440.

He currently ONLY uses internet explorer, outlook, Microsoft office, and things like pdf(occasionally). He used to do internet poker.
when he buys a computer though, he wont upgrade for a very long time so it needs to be future proof. I could also see myself setting up this pc for some sort of media viewing for them in the future.

Case matters for him. Can not look flashy. Smaller probably the better. Also he ends up having like 100 tabs open in IE, so extra ram would help.
