It will work fine but I would rather go with a single GTX770 than a dual GTX660 setup.

That's fine although I don't know why you would want to SLI on your first build, especially with an older card like the gtx 660. I would say get a GTX 770 instead and then you can SLI with that in the future. Also I prefer Intel CPUs, an i5-4670k would be better imo.

Alright, I was just doing the SLI because it would be cheaper and the performance gain from 2 cards is better than a single one.

The GTX660 is about 65% of the GTX770 adding 60% gain for SLI would give it about 104% performance of the GTX770 http://www.techpowerup.com/reviews/MSI/GTX_770_TF_Gaming/26.html

So what would be the gain of instead going the GTX770 route and start out first as a single gpu, then once I get enough money SLI it with another.

Similar to this with 2 x GTX680 which on average gives 35% increase (pulled down by some games) http://www.techpowerup.com/reviews/ASUS/GeForce_GTX_680_SLI/22.html but my number 60% for the 660's was to high according to that.

So if I do the 770 route single gpu would it be able to play some of the new releases such as; Watch Dogs, BattleField 4, etc. On Ultra or High graphics? If so would it be smoother than the SLI 660s?

Yes it can at 1080P and single card is going to be smother than any dual card setup at the same power level.
