Gaming graphics card 200$ budget

So I'm currently using a Radeon HD 5750 Sapphire which I bought in 2010 and I think it's about time to upgrade. I have a budget of 200$ (I could go over maybe max 25$).
My system:

450W PSU
6GB RAM
Asus FM2 uATX Motherboard
AMD A-Series A4-4000 APU (x2 3.00GHz)
Radeon HD 5750 Sapphire

I'm probably going to be play The Elder Scrolls Online to death when it comes out so I really just need a GPU that could run that on high - ultra settings smoothly. Especially in PvP settings. For example currently in a GW2 zerg fest I have around 5 fps on low settings. Any suggestions on what card can do the best job for this price range?

Your CPU is going to bottleneck pretty much anything you put in there, at least to some degree. With that in mind, the R9 270 is about the best card for 200 unless you can score a deal on a 760. I don't think TESO supports mantle, but in games that do, going with the 270 would help your CPU bottleneck due to mantle.

As far as the CPU goes, what is a reasonable price to spend and what should I be looking for in terms of gaming? like quad core 3.00 GHz? I understand what you mean by bottlenecking and if I could afford a CPU as well I would definitely buy one :p hopefully within the next few months I can get one
