When I tether my computer to my nexus 4 it shows that I have internet access and I am able to load steam/world of warcraft but whenever I try to load most pages (google and yahoo work) it sits in an infinite loading cycle saying "connected" on the bottom of the web browser. I have played with the proxy settings in the web browser options, disabled my anti virus, booted with only the bare minimum OS but nothing has worked. Any ideas?

If your provider is blocking you, you'll be out of luck unless you purchase access to tethering, which many providers offer in a separate package. Alternatively, you can try using a browser spoofer, but you may be forced to access the web version of the sites you're looking for.

Chances are your phone provoder is blocking you. Browsers send out a packet of information telling a server that they are X browser and extra stuff. WoW/ Steam won't as they use a modified browser/ connection client.
